Governance & Assurance Manager

Join our team within the CIO's office, where you'll play a crucial role in providing confidence and insight into the business's operations and alignment with DDaT Strategic Objectives and our 5-year strategic business plan. You'll collaborate closely with Route Services, DDaT functions, and governance, risk, and assurance practices to develop, implement, and monitor an effective Governance and Assurance Framework. Your responsibilities will include ensuring the right projects are selected, overseeing assurance processes, and managing decommissioning, all while ensuring compliance with NR policies and standards.

Main Responsibility

To lead the Network Rail Telecom (DDAT) governance and assurance function, reporting to the Risk, Governance & Business Assurance Manager.

What will you be doing?

  • Establish and implement the DDAT governance processes in compliance with Network Rail standards and provide advice and guidance to programme and project teams and other key Stakeholders.
  • Provide assurance of the DDAT Operating Framework, including Technology Procurement, Portfolio Management, Delivery Lifecycle and Quality/Stage Gate Reviews to ensure that our project delivery lifecycles are governed in a common manner in line with NR standards and practices.
  • Provide advice and guidance to DDAT colleagues on Network Rail policies, standards, procedures, methods and tools and techniques to align DDAT with industry best practice, legal and regulatory frameworks and enable competitive analysis and support for devolution agenda.
  • Responsible for demonstrating DDAT compliance to policies and standards emanating from Network Rail or external standards bodies / regulators ensuring the delivery of project governance is common across the DDAT  delivery portfolio to align DDAT with industry best practice, legal and regulatory frameworks and enable competitive analysis and support for devolution agenda and standards.
  • Assist and coordinate audit activity in DDAT projects, including providing advice and guidance in planning, agreeing, and closing of audit actions within timescales.
  • Responsible for supporting the Enterprise Risk Management framework with the purpose of improving project capability and practice in mitigating DDAT enterprise risks.
  • Conduct Delivery Assurance reviews, producing reports, documenting evidence, outlining recommendations to address issues and presenting findings to the tbc Lead and DDAT senior management as required.
  • To drive a programme of continuous improvement across DDAT Business Services & Support Operations services, proactively identifying issues, defining actions for resolution, and working with Strategy and Transformation colleagues and delivery stakeholders.

The Ideal Candidate

Essential

  • Degree in a business-related subject or equivalent demonstratable experience.
  • Experience of governance or assurance activity within a regulated organisation
  • Excellent leadership and influencing skills
  • Ability to communicate technical information to a non-technical audience.
  • Proven experience of working with and influencing internal and external stakeholders.
  • Proven experience of producing accurate and timely collateral to support effective decision-making.
  • Excellent report writing and presentation skills.
  • Experience of delivering cross-functional process improvement

Desirable

  • Knowledge of the UK and European railway industry and its legislative and regulatory frameworks
  • Relevant audit qualification

Package Description

Vacancy type:  Permanent, 35 hours per week, Hybrid working of 2/3 days in the office. We welcome applications from those seeking flexible or part time hours.

Location: The Quadrant, Milton Keynes
