Governance Specialist

Job Introduction

Reporting to the Governance and Assurance  Manager within the DDaT CIO's office, where you'll play a crucial role in providing confidence and insight into the business's operations and alignment with DDaT Strategic Objectives and our 5-year strategic business plan. You'll work closely with Route Services, DDaT functions, and governance, risk, and assurance practices to develop, implement, and monitor an effective Governance and Assurance Framework. You will provide support to ensuring the right projects are selected, monitoring the outputs of assurance processes  across the lifecycle, all while ensuring compliance with NR policies and standards.

Main Responsibility

Provide specialist governance expertise to Network Rail Telecom (DDAT) in order to develop integrated governance frameworks, driving best practice, efficiency, and compliance for customers.

What will you be doing?

  • Provide specialist expertise and contribute to the development of an integrated governance framework for DDAT activities and manage interfaces within corporate governance in order to drive best practise and process efficiencies for customer processes.
  • Develop, implement and manage processes to support compliance with corporate data and information governance, data security and Freedom of Information. Advise and guide senior managers and stakeholders, contributing to the development and implementation of a governance framework for Asset Information, identify required capabilities and processes for a sustainable operating model.
  • Lead and manage projects to develop DDAT internal governance capability aligned to recognised best practice; interface with and contribute to corporate governance initiatives.
  • Provide advice to Asset Information, its customers, stakeholders and related projects on corporate and asset data related governance best practice, legislation, and the regulatory framework.
  • Assist audit activity in DDAT projects, in collaboration with the rest of the Strategy and Transformation team; provide advice and guidance in planning, agreeing, and closing of audit actions within timescales.
  • Provide advice and guidance to DDAT stakeholders concerning compliance to policies and standards emanating from Network Rail or external standards bodies / regulators.
  • Monitor and facilitate delivery of project governance across the DDAT delivery portfolio to align DDAT with industry best practice, legal and regulatory frameworks and enable competitive analysis and support for devolution agenda and standards.
  • Support the provision of Delivery Assurance reviews, producing reports, documenting evidence, outlining recommendations to address issues and presenting findings to the DDAT tbc Lead and DDAT senior management as required.

The Ideal Candidate

Essential

  • Degree, or equivalent, in a relevant subject
  • Understanding of best practise governance and assurance frameworks, with the ability to understand how these apply and affect large complex organisations.
  • Excellent interpersonal, leadership and influencing skills, with the ability to educate a range of stakeholders and colleagues around complex governance issues in a simple meaningful way.
  • Knowledge of regulatory frameworks
  • Proven experience of interfacing with regularity bodies and/or their representatives
  • Proven experience of working with and influencing industry stakeholders
  • Proven experience of audit management and delivery
  • Excellent report writing and presentation skills, with the ability to present information in a clear and concise way to senior stakeholders.

Desirable

  • Knowledge of the UK and European railway industry and its legislative and regulatory frameworks
  • Relevant audit qualification
  • Knowledge of asset and information management

Package Description

Vacancy type:  Permanent, 35 hours per week, Hybrid working of 2/3 days in the office. We welcome applications from those seeking flexible or part time hours.
