Operations Delivery Manager

Job Introduction

To manage the safe and effective delivery of Transpennine Route Upgrade (TRU) possessions and the respective staff (Person in Charge of Possessions). Look at the TRU possession management through all aspects of pre, real time and post possession delivery and associated activities. An emphasis on safety and communications and efficient taking and handing back of TRU possessions. Lead the first response and subsequent investigation into all possession related incidents, providing comprehensive reporting on all possession safety and delivery activities.

Drugs & Alcohol test: All prospective candidates offered a conditional role will be required to undergo and pass a drugs and alcohol test. Salary: starting at starting at £43,588 to £49,037 per annum.

Main Responsibility

Some of the key accountabilities of this role are:

1.    Lead a strong, challenging safety culture throughout all aspects of possession delivery activities including, but not limited to, PICOP briefings, competency assessment, communication and possession assurance audits. 

2.    Lead, direct and manage all TRU possession management staff, acting as a role model and mentor, implementing Network Rail policies professionally and efficiently.

3.    Lead investigations into all possession related incidents/operational close calls relating to TRU possessions.

4.    Manage the safe and efficient delivery of all possession plans.

5.    Manage possession delivery teams to find the most effective timings, finding a balance between efficient delivery times for worksites, while preventing an overruns. This to be done via managing possession times and utilisations of worksites with the TRU Alliances and wider Access team.

6.    Manage compliance of TRU possession management team.

7.    Review safety critical and delivery documentation for possession management activities as required.

8.    Provide accurate and comprehensive possession reporting to TRU senior leadership and key stakeholders to enable continuous improvement.

9.    Promote a proactive continuous improvement culture, sharing knowledge and best practice across the industry.

10. Produce possession trend analysis to be reported periodically to the TRU Head of Access.

11. Represent the TRU Access team periodically at the TRU SHELT meeting.

The Ideal Candidate

An engaging individual who can lead a small team of shift workers, creating a culture of safety and continuous improvement in a dynamic environment. Ability to build strong relationships to create an open culture that challenges the current industry norms, getting people to embrace change to improve safety and more efficient working practices.

An ability to gather a wide range of possession information, distil the relevant information to brief the senior leadership within TRU and build actions plans based on it to improve the current situation.

This is an exciting opportunity for the successful candidate to build this new TRU possession team, with the expectation to make a real difference by creating an improving safety and efficiency culture for the life of this multi-billion-pound programme over the next decade.

We need you to have: -

·       Relevant successful experience in a front-line delivery operations role

·       Demonstrable leadership, management, motivational and communication skills

·       Knowledge of possession safety rules and regulations

·       Knowledge of relevant railway geography and network capability

·       Analytical thinking and the writing of reports

·       Knowledge of factors and activities critical to efficient possession delivery

·       Able to engage with customers and build collaborative relationships with stakeholders

·       Able to prioritise and organise workload to ensure deadlines are met

·       Local / Formal incident and accident investigation competence

·       PTS/IWA/COSS/PICOP/ AOD duties

·       Excellent communication skills and customer focussed approach

·       UK driving license

Contract Type: Permanent

Office Requirement: Hybrid. 3 days per week office based, the rest of the time can be working remotely but attendance at certain safety and team meetings means those days may change from week to week.

Transpennine Route Upgrade

The Transpennine Route Upgrade (TRU) is a Programme of activities that is improving the railway between York and Manchester via Leeds and Huddersfield.

​​​Stretching across the North of England, this key 76-mile Transpennine railway serves 23 stations, crosses over and dips under 285 bridges and viaducts, passes through six miles of tunnels, and crosses over 29 level crossings.

Proposed improvements as will deliver a hard-working, reliable railway for passengers, allowing for trains with more seats, more services and faster journey times.​
