Salary: £55,596 to £62,546 per annum.

This role can be based in the following location: Leeds

Main Responsibility

Some of the key accountabilities of this role are: 

1. Provide expert technical knowledge and service in relation to undertaking the ‘control a phase’ elements of the project and programme lifecycles.

2. Lead the integration of the control services within the projects and confirming that the agreed level of service support is available for each project in development and/or delivery. 

3. Lead on the management of the change control process within the geographical area to provide effective management of the baselines and associated change control processes.

4. Lead the effective management and execution of the configuration management processes within the project and programme. I.e. inclusion of mitigation activities identified from the QSRA’s within the cost plans and schedules. 

5. Identify the critical resource requirements to support the projects and confirm that the supply and demand agreements are established in a timely manner to confirm continuity of resource availability.

6. Lead the evaluation process on all aspects of the project/programme performance to determine the key causes of variance from the plan i.e. formulate corrective action plans with the project delivery teams and monitor effective implementation.  

7. Own and undertake appropriate assurance of the core control deliverables and provide support and guidance to the wider project team.

8. Manage through co-ordination the optimisation of all resources for efficient delivery within your Area of Responsibility including liaising with the delivery teams to make sure the resources are booked as per commercial agreements and within budgets.

9. Maintain, develop, manage and standardise the process, procedures for the management of resources within your area of your responsibility.

10. Manage, collate and analyse data for all stakeholders to provide accurate and timely information in respect to the local KPIs.

The Ideal Candidate

The ideal candidate will have a strong background in managing construction projects and control processes. They should be adept at developing and overseeing control systems and processes to ensure projects stay on track and within budget. Examples of this could be by showing an understanding of Earned Value and using your communication skills to take that EV data into insights with clear actions, or by demonstrating experience of understanding design progress and how that interacts with project schedules.

A hands-on approach to project delivery and problem solving is essential, as well as excellent communication skills for being part of a cross functional team.

We need you to have: 

• In depth understanding of programme and project controls processes and systems

• Proven experience in team management, planning, management support of and delivery of projects. 

• Educated to degree level in a relevant discipline or equivalent demonstrable experience.

• Membership (or working towards membership) of an appropriate institution.

• Detailed knowledge and experience of investment principles, support disciplines (risk, estimating, planning, cost and value management) and their supporting technology solutions.

• Evidence & ability to undertake structured analysis to problems, engage stakeholders and lead the implementation of business-wide solutions.

• Evidence of & ability to communicate and influence key stakeholders at all levels of the organisation this should include Customers; 3rd party representatives, other business & functional leaders and key support personnel.

• Demonstrable ability to understand and interpret commercial and financial landscapes (budgets, forecasts, actual status)

It would be advantageous if you have: 

• Knowledge of Programme & Project Management techniques such as (APM; Prince 2; GRIP; MSP etc.).

• Knowledge and experience of project systems, in particular Deltek COBRA and/or CEMAR

• Knowledge of Network Rail’s assets and how they are managed.

• Successful experience of working in a railway environment.

• Knowledge of access and possession processes and systems 

• Experience in report writing, numerical data manipulation and system interrogation / analysis

Transpennine Route Upgrade

The Transpennine Route Upgrade (TRU) is a Programme of activities that is improving the railway between York and Manchester via Leeds and Huddersfield.

​​​Stretching across the North of England, this key 76-mile Transpennine railway serves 23 stations, crosses over and dips under 285 bridges and viaducts, passes through six miles of tunnels, and crosses over 29 level crossings.

Proposed improvements as will deliver a hard-working, reliable railway for passengers, allowing for trains with more seats, more services and faster journey times.​

There are two roles available;

Part of TRU is the exciting introduction of the new train control technology (ETCS) that needs a dedicated project management team to deliver several technical interventions across the TRU route. The role will need an enthusiastic and dynamic individual who has a project controls background, eager to get involved along with the ability to converse with stakeholders and lead on project control activities.

The Stalybridge to Huddersfield part of TRU is a billion pounds of upgrades including multi discipline elements involving working in 3 tunnels, 4 stations, signalling & full route electrification.
