Programme Director [Strategy]

Job Introduction

Lead on strategic direction and associated transformation, continuous improvement programmes and delivery workstreams. The strategy will robustly position Engineering Services as a industry leading engineering function working in partnership with other RS functions, NR regions, the technical authority and industry stakeholders.

Leading the strategic direction for ES and engineering programmes for RS will maximise the benefits of engineering expertise and internal partnerships to drive best practise, efficiency and continuous improvement across the industry.

Main Responsibility

  • Own the strategic programmes to deliver the Engineering Vision aligned with RS and Network Rail’s strategic direction.
  • Influence and integrate across stakeholders for strategic alignment with the principles of Rail reform and actively influences from an industry engineering perspective.
  • Direct and lead the delivery and implementation of Engineering delivery programmes, including associated workstreams and resources taking personal accountability for its outcome(s) and the realisation of their associated benefits.
  • Accountability for driving continuous improvement across the business in a structured manner including strategy, efficiency, industry influence and operational improvements with measured benefits. Includes influence and streamlined transactions with all stakeholders.
  • Manage the programme’s governance and reporting arrangements according to appropriate requirements and quality.
  • Lead the interface with senior stakeholders and deliver effective interfaces and communications to all stakeholders across the industry.
  • Identify and manage the key strategic risks facing the programme.
  • Develop and implement the business change strategy and approach successfully delivering operational readiness and CI programmes and leading the function and its staff through the process of change.
  • Commission and chair reviews of the strategic programmes and associated workstreams that formally assess the programme’s continued alignment with its objectives, capability of delivery and measurable achievement of benefits.
  • Manage and support the resources associated with the programme and associated steering groups and workstream owners responsible for delivery.
  • Hold the Engineering Services ELT to account for collective strategic delivery addressing any deficiencies with the ES director.

The Ideal Candidate

The Ideal Candidate should have all the essential criteria below

  • Extensive experience in a senior management role associated with engineering leadership
  • Experience of setting strategic direction within significant engineering functions delivering strategic change programmes covering a budget of over £10m
  • Effective leadership, interpersonal and communication skills
  • Sufficient seniority and credibility to lead the programme internally and influence key stakeholders outside of the immediate function.
  • Demonstrable knowledge of programme and project management approaches
  • Strong commercial focus, business acumen, strategic insight and financially astute
  • Educated to degree level with chartered status for an aligned professional institution

 

Desirable but not essential

  • Formal Programme Management qualification (e.g. Managing Successful Programmes Practitioner)
  • Knowledge of the rail industry

Package Description

Role:  Programme Director [Strategy]

Salary: £116,753-£138,991 (Band 1C)

Locations:  Nationwide (can be based at one of the below locations)

Glasgow, York ,Crewe, Birmingham, Manchester, London, Bristol, Reading, Swindon, Derby, Western Super Mare , Leeds

Please not given the nature of the role there is a requirement for travel

Contract Type: Permanent

Engineering Services is a function within Route Services.  We sit as a central team to provide national skills and activities which enable regions and industry partners to deliver the railway for our customers. 

As a large central functional team which focus on engineering delivery, we have many roles from pure engineering to project management and touch every part of the railway from track, power, signalling to the lifts and escalators which are essential to keep our stations moving.  

Being multi-disciplinary means we have great opportunities to work in design, development or even the delivery of activities such as our own points operating equipment which move trains from one track to another up to 125mph.
