Programme Engineering Manager
Job Introduction
Manage the engineering, and where applicable project development, of all schemes for the Programme / Project so that they comply with the requirements of the Governance of Railway Investment Projects (GRIP) and PACE, relevant standard and regulatory obligations and are ultimately capable of acceptance back onto the network.
The successful candidate will be responsible for the Leadership of Owner Participant Engineering team as part of TRU East Alliance (value circa £1.2bn) The Owners Engineering team comprises of approx. 25 to 30 engineers across all core railway disciplines in a collaborative/Alliance environment ensuring the team acts and behaves in line with Alliancing principles.

Salary: £85,395 to £96,070 per annum
Car allowance: £6,000 per annum
This role can be based in the following locations: Leeds or York with an expectation to travel between both locations and the Leeds Alliance office.

Main Responsibility
Some of the key accountabilities of this role are:
- Develop and manage the team structure and processes to deliver and review engineering outputs to support the programme schedule, budget and quality requirements.
- Act as Departmental Engineering Manager (DEM) under 02009 and Assessor for Systems Integration/DPE competencies.
- Act as deputy to Alliance Engineering Manager
- Accountable for Assurance team performance including ensuring Alliance KRA’s and milestones are supported as well as reporting on Engineering Performance.
- In line with programme requirements, identify and manage the introduction of new systems on the network, where applicable, including systems/safety approvals and monitoring so that processes and documentation exist for sustained network usage.
- Develop safety, quality and environmental approvals processes within the programme including staff development and competence.
- Identify and manage the programme engineering budget along with providing support information determining the overall programme budget.
- Manage all engineering and project development activities result so that they in schemes that are affordable, and that meet Programme requirements in a safe and environmentally responsible manner for time, cost and quality.
- Provide professional functional leadership for engineering within the programme, in accordance with policies set up by the Engineering function.
- Manage the appropriate validation and verification of engineering activity.
The Ideal Candidate
The position is to lead the Owner Participant (Network Rail) Engineering team within the £1.2bN TRU East Alliance, which is delivering the York to Leeds element of the wider TRU Portfolio to provide electrification, reduced journey times, increased capacity and better resilience of the route between York and Manchester.
The ideal candidate should have significant experience of managing medium to large complexity, multi disciplinary Renewals and Enhancements projects in heavy rail. They should be pragmatic and flexible and able to lead and direct a team both technically and behaviourally in an Alliance environment, but also be able to maintain a level of independence as the owners Engineering lead and be able to offer challenge where required both internally within the Alliance and externally with key stakeholders.
The ideal candidate should also be capable of deputising for the Alliance Engineering Manager and support in strategic engineering direction and would be capable of defining and managing resource profiles and budgets for a team of 25 plus Engineers.
We need you to have:
- Incorporated Engineer with relevant successful experience in delivering major renewal or enhancement multi-disciplinary projects
- University degree or equivalent qualification in an engineering discipline
- Membership of an appropriate Professional Institution.
- Relevant experience of railway engineering systems and equipment, and implementation.
- Construction design management competence
- Six Sigma Champion.
It would be advantageous if you have:
- Experience of large programmes/projects.
- Chartered Engineer
- Experience of leading railway engineering design & development works.

The Transpennine Route Upgrade (TRU) is a Programme of activities that is improving the railway between York and Manchester via Leeds and Huddersfield.
Stretching across the North of England, this key 76-mile Transpennine railway serves 23 stations, crosses over and dips under 285 bridges and viaducts, passes through six miles of tunnels, and crosses over 29 level crossings.
