To develop and deliver a specific programme of work in line with business requirements and customer expectations. The programme should be undertaken in a safe and environmentally responsible manner to cost, time and quality in line with Corporate Governance; Company Standards and procedures.

As part of the Integration team, operating in a fast-paced environment, you will join a team who strive to deliver a complex rail infrastructure programme safely, on time, and cost effectively, where you will build, develop, and lead the Programme Interface Management Team as part of the Programme Integration Function.

Drugs & Alcohol test: All prospective candidates offered a conditional role will be required to undergo and pass a drugs and alcohol test. Salary: £71,163 to £80,060 per annum

Car Allowance: £6,000 per annum

Main Responsibility

Some of the key accountabilities of this role are:

1. Lead the Programme Interface Team to deliver the programme objectives – including:

a. Create, implement, and manage the interface governance, controls and reporting framework to deliver a robust programme interface management function to ensure effective programme delivery.

b. Manage interfaces of all projects on TRU Programme Core Route between TRU, Route, CDE, ECDP, and Regions.

c. Manage all ROC and ECR interfaces, including access coordination for pre-commissioning works across at YROC for TRU, CDE, ECDP and Eastern Region, manage deconfliction of all interfacing projects and/or programmes, and own configuration control of the YROC Migration Plan and System Architecture.

d. Manage TRU Core Route Stations whole systems delivery.

e. Liaise with all functions within the Programme Director organisation and Enterprise organisation to identify and resolve issues or concerns associated with TRU Programme System Readiness.

f. Resolve interface issues with other parties, escalating when necessary.

2. Collaborate with Senior Sponsors in preparing and maintaining definitions of Programme Interface requirements through utilisation of the Interface Governance Framework.

3. Develop and manage the Programme team (including external suppliers), monitoring adequate resources available to deliver a flexible, competent, skilled and effective workforce at all times for programme integration team.

4. Support PID team to identify and monitor programme risks (threats and opportunities), plan and implement mitigations, and manage critical programme-wide interfaces.

5. Establish and implement protocols to manage scope change in relation to interfacing projects and update configuration documents and system architecture as required.

6. Ensure all give/ gets from interfacing projects are clearly identified within the programme.

7. Engage with and lead stakeholder relationships relating to interfacing projects.

8. Ensure compliance in corporate health, safety, quality, and environment processes for Programme Interfaces.

9. Effective management of programme interface documentation, activities, processes, and systems, including leading the review, reporting and communication of key Programme Interface risks and issues, reporting through cadence.

10. Empower and inspire others to identify priority opportunities within the programme to promote and share best practice, whilst leading and inspiring your team, fostering an environment of high performance, innovative thinking, and continuous improvement.

11. Develop and deliver a specific programme/project integration requirements and delivery on time, to budget and to other agreed success criteria, within corporate guidelines.

12. Support as required investment plans for the programme in accordance with Investment Regulations.

13. Deliver the effective development and management of suppliers to meet programme requirements.

14. Establish and manage collaborative cross-functional virtual teams to deliver interface outcomes where appropriate.

15. Discharge Network Rail's CDM related duties as required by company process.

The Ideal Candidate

The ideal candidate will blend expertise in programme management with a proactive problem-solving approach and can-do attitude, ensuring the programme stays on course with minimal disruption to our passengers and communities. With a professional demeanour and keen attention to detail, you'll navigate the complexities that is TRU integration through its many stakeholders and interfaces, while maintaining quality and compliance. Candidates will need to be commercially astute and be comfortable in negotiating with a variety of stakeholders at all levels within and external to TRU Enterprise, to support delivery of TRU including demonstrating value for money.

We are keen to hear from candidates who have experience in successful leadership and the ability to motivate and support a team of project professionals whilst working collaboratively across various functions.

Whilst railway experience is desirable, we welcome applications from experienced Programme Managers with transferrable skills, coupled with demonstrable experience in navigating through complex problems and driving solutions to them.

We need you to have:

  • Degree or equivalent qualification in a relevant subject
  • Excellent interpersonal, management and communication skills
  • Substantial proven experience in programme management
  • Excellent knowledge of programme and project controls processes and systems
  • Proven experience in managing and developing teams to achieve high performance
  • Proven ability to work with senior industry stakeholders to understand their requirements
  • Membership of a relevant professional body

It would be advantageous if you have:

  • Chartered status
  • Knowledge of the rail industry and its regulatory framework
  • Knowledge of the principles of investment processes and procedures
  • Experience of working in a commercial environment in a programme management role
  • A team player and self-starter with a willingness to learn, challenge and lead.
  • MSP Practitioner or working towards qualification
  • Experience of integration of a portfolio of projects
