Salary: £116,753 to £138,991 per annum.
Car allowance: £8,000 per annum
This role can be based in the following locations: Manchester or York

Main Responsibility
Some of the key accountabilities of this role are:
1. Direct and lead the delivery and implementation of the overall industry programme (L0), taking personal accountability for the totality of the outcome(s) and the realisation and optimisation of the benefits.
2. Achieve the efficiency savings agreed with the Programme Director, Infrastructure Investment.
3. Integrate all works at the York ROC and across the TRU core route on behalf of all other programmes, Route and Capital Delivery to ensure best for programmes decision are made and deconfliction of delivery.
4. Deliver all projects within TRU programme that are in development, identifying best time frames and mechanisms for delivery and how they interact with agreed benefits.
5. Review and deliver and further develop any works, as requested, relating to NPR facilitation and timetable change linked to TRU core and wider Network North initiatives.
6. Own the programme integration strategies and sub-plans, and maintain the alignment to the strategic direction of the major programme (TRU), Network Rail (NR), the Train Operating Companies (TOCs) and Department of Transport (DfT) and identify opportunities to improve value for passengers and the client.
7. Create a ‘one team’ programme environment across NR, the project delivery teams, the TOCs and DfT to establish collaborative behaviours and bring together the timetabling, infrastructure, rolling stock, resources and operations to improve the railway for passengers. Lead the promotion and sharing of best practice between programmes and between programme sub-projects.
8. Monitor planning so that it considers cross-asset requirements.
9. Develop and lead relationships with senior stakeholders and deliver effective interfaces and communications to all stakeholders.
10. Commission and chair reviews during the programme to assess the programmes continued alignment with objectives, capability of delivery and measurable achievement of benefits.
11. Contribute as a member of the Infrastructure Investment senior management team.
12. Direct for compliance with corporate health and safety, quality and environment processes for the project.
13. Implement relevant parts of the renewals plan.
14. Direct the timely assignment of, and thereafter, discharge of, Construction Design Management (CDM) duties for all projects in the Major Project.
15. Sponsor audit of programme and project documentation, activities, processes and systems relating to programme integration.
16. Comply with the Investment Competence Framework.
The Ideal Candidate
The ideal candidate will have extensive experience in a senior leadership or management role, with a proven track record of successfully steering complex programmes. They will have significant experience in programme integration for projects exceeding £1bn in budget, demonstrating the ability to oversee large-scale initiatives while maintaining strategic oversight.
They will possess strong leadership, interpersonal, and communication skills, enabling them to effectively inspire teams, foster collaboration, and communicate across all levels of the organisation. Their extensive experience working within highly political environments ensures they can navigate sensitive situations with tact, delivering successful outcomes even in challenging circumstances.
The ideal candidate will have the credibility and influence needed to advise and align both internal and external stakeholders, promoting new strategies and approaches. With demonstrable knowledge of programme and project management methodologies, they can ensure structured and efficient delivery across all initiatives.
A strong commercial focus is essential, with the candidate being both financially astute and capable of managing budgets, contracts, and resources effectively. They will also be educated to degree level, and knowledge and/or experience within the rail industry will provide them with a deep understanding of the sector's unique challenges and requirements.
We need you to have:
- Member of a relevant professional body with chartered status and/or educated to degree level.
- Relevant experience in the successful management of major projects of work in the construction and/or rail industries.
- Strong commercial focus and financially astute.
- Knowledge of the principles of investment processes and procedures.
- Knowledge of the principles of Health & Safety, quality and environment legislation and best practice.
- Successfully completed the Strategic Safety Management Course
- Excellent communication with demonstrable delivery of leadership and behavioural change within a large organisation.
- Six Sigma Champion.
It would be advantageous if you have:
• Knowledge of/experience in the UK railway industry
• Formal Programme Management qualification (e.g. Managing Successful Programmes Practitioner level)
• Understanding of train operations and delivery
• Experience of digital railway delivery

Transpennine Route Upgrade
The Transpennine Route Upgrade (TRU) is a Programme of activities that is improving the railway between York and Manchester via Leeds and Huddersfield.
Stretching across the North of England, this key 76-mile Transpennine railway serves 23 stations, crosses over and dips under 285 bridges and viaducts, passes through six miles of tunnels, and crosses over 29 level crossings.
