Senior Buyer
Job Introduction
The role will sit within the TRU Central delivery team reporting to the Programme Procurement Manager working on the W2BC major enhancement project that commissions in 2032.
The W2BC project is currently in Engineering Stage (ES) 4 and is a £1.5B pound major enhancement project located between Stalybridge and Huddersfield on the Transpennine Route with a geographic footprint that covers 18 miles of railway through the peak district. The Project consist of: line speed increases, full electrification, the addition of a third line between Marsden and Gledholt, track and drainage renewals throughout, 4 new and modified trains stations, major civil engineering interventions within tunnels and on viaducts, the provision of W12 gauge clearances at all structures across the route, new slab track throughout Stalybridge and Scout Tunnels & also new/modified signalling and telecomms equipment throughout.
We need you to have:
· Recognised skills in contractual and commercial matters, with credibility and experience to act as advisor to other staff.
· Successful procurement background with practical intermediate level experience.
· Contributed towards maintaining successful relationships with suppliers.
· Knowledge of relevant contract terms.
· Strong negotiation skills.

Main Responsibility
Some of the key accountabilities of this role are:
1. Develop and implement individual project and steady state contracting strategy proposals including preparation and evaluation of tender documents and negotiation of contracts.
2. Provide post contract commercial management support for a range of contracts.
3. Provide dedicated support to senior staff in respect of individual projects and/or contract/commercial issues, including ‘rapid response’ to potential contract disputes.
4. Target specific goods, services and/or suppliers to identify how tangible improvements may be made in the procurement of these goods and services.
5. Undertake regular contract management meetings with key stakeholders and suppliers to monitor whether maximum value was delivered via contract.
6. Manage responsibilities for endorsements and approval of contract variations.
7. Provide all services to programme/project teams in a timely and cost-effective manner and contribute positively towards the achievement of programme/project objectives.

Transpennine Route Upgrade
The Transpennine Route Upgrade (TRU) is a multi-billion pound Programme, one of the largest rail enhancement projects in the UK, improving the railway between York and Manchester via Leeds and Huddersfield.
Stretching across the North of England, this key 76-mile Transpennine railway serves 23 stations, crosses over and dips under 285 bridges and viaducts, passes through six miles of tunnels, and crosses over 29 level crossings.
