Design Engineering Manager

Main Responsibility

To lead Design Engineering teams across connectivity, voice, corporate and data centre platforms within Telecom services to plan, design and deliver detailed solutions on time and to budget, whilst conforming to Network Rail’s safety, standards and corporate objectives.

  • Lead the nationwide Design Engineering teams to enable augmentation and delivery of fixed transmission solutions across Connectivity, Voice, Corporate and Data Centre platforms.
  • Lead the business performance function to manage the Design Engineering managed service supplier contract to achieve critical KPI's & SLA's. Oversee the design of the telecom’s services to high standards of reliability, availability, compliance and security.
  • Own the strategy and lead its delivery to drive efficient design across multiple platforms (Connectivity, Voice, Corporate, Data centre) for both in-house and supplier design teams whilst achieving critical KPIs and SLAs.
  • Lead projects that require multi-functional design teams and act as design authority with responsibility for designs to review and align any design changes across the functions.
  • Lead the Design Engineering teams to produce designs that are compliant and meet the requirements for safety, cost and quality, whilst maintaining a Quality Management system within the team.
  • Lead and develop the team structure, processes, and tools to deliver, review and validate engineering outputs to support the schedule, budget and quality requirements.
  • Lead the long-term strategy for the design engineering teams within Telecom Services, to meet the forecasted programme and renewal work bank. 8. Undertake the role of CEM in accordance with company standard NR/L2/RSE/02009 to meet engineering management governance.
  • Provide professional leadership and management to the Design Engineering teams through coaching and training while cultivating a collaborative team culture, to provide functional support for staff development and competence management enabling continuous improvement.
  • Lead on CDM requirements where applicable, such as identification and mitigation of hazards through design, which could be influenced by the telecoms system to drive safety by design.

The Ideal Candidate

Essential

  • Chartered Engineer or equivalent level of experience.
  • Educated to degree level in an Engineering related subject or equivalent level of experience.
  • Demonstrable experience of programme & design management within the Railway industry or other complex telecoms industries/projects
  • Membership of an appropriate professional institution
  • Significant experience in the successful build/operation of a major network telecoms network in the telecoms and/or rail industries.
  • Senior stakeholder engagement experience with the ability to present and obtain support buy-in Knowledge of the principles of Health & Safety legislation, environmental and best practice.
  • Significant telecoms experience across a range of technologies including DWDM, SDH and IP with knowledge of architecture, engineering, design and operational processes.
  • Able to demonstrate experience of managing multi-discipline teams and members.
  • Able to demonstrate clear and concise leadership skills across a multi-discipline team and organisation.
  • Able to lead a team and motivate team members across a range of functions.

Desirable

  • Network Certification (Cisco CCNA/NP, CCDA/DP, CCIE, Juniper JNCxx),
  • Good understanding of LAN/WAN/SAN architecture
  • TOGAF and/or ITIL certification.
  • Generic technical understanding of networking principles around voice, hosting and data storage.
  • Project safety management experience.
  • Experience of LEAN and continuous improvement technique

Vacancy type:  Permanent, 35 hours per week, Hybrid working of 2/3 days in the office. We welcome applications from those seeking flexible or part time hours.
